In 2002, The Heinz Endowments commissioned the RAND Corporation and the University of Pittsburgh to establish a learning collaborative to, among other objectives, develop a blueprint for action that would lead to system-wide sustainable improvements in local maternal and child health outcomes. That led to a Pittsburgh Partnership to strengthen systems of care for maternal depression.
